Two stages of the framework

ADGM’s Financial Services Regulatory Authority introduced its fiat-referenced token issuance framework on 5 December 2024. On 31 October 2025 it finalised further amendments concerning regulated activities involving those tokens, with effect from 1 January 2026. The sequence matters: an issuance regime addresses the creation of the token, while subsequent rules also address how authorised firms use and control it. This article explains those published milestones as reviewed on 5 November 2026; it does not describe them as new announcements or claim that every stablecoin is accepted in ADGM.

The issuer is only one part of the chain

The 2024 announcement identifies reserve composition, independent attestations, stress testing, disclosures, capital and redemption rights among the framework’s components. The later amendments address acceptance of fiat-referenced tokens, the range of regulated activities involving them and firms holding or controlling client tokens. Read together, the announcements point to separate questions about the instrument and the intermediary. A holder should identify who owes redemption, which entity operates the account and what permissions cover that entity’s service. These questions remain distinct even when the companies share branding.

Trace a hypothetical treasury position

Imagine a company considering a token for temporary treasury holdings. Its finance team needs to know whether it holds the token directly or only a contractual balance at an intermediary. If redemption is requested, identify the receiving entity, eligibility checks, currency returned and expected process. A secondary-market sale can provide an alternative exit, but its price and availability should not be confused with the issuer’s redemption obligation. This is a general analytical example, not a statement about any named issuer’s product.

Next, ask how access would be restored if an employee lost a signing device or the intermediary suspended operations. Record who can authorise a transfer, whether approvals require multiple people and where the recovery instructions reside. The treasury policy should set exposure limits based on those dependencies. A stable reference currency can reduce one type of price fluctuation while leaving operational, legal and counterparty exposure unresolved.

How to use the distinction

Our assessment is that a useful stablecoin review follows the entire route from subscription to final bank receipt. The word regulated belongs beside the specific activity and entity, not across the whole transaction as a universal assurance. Obtain the current relevant permissions and token acceptance position before relying on the arrangement. Then compare contractual rights with operational access: a documented right is valuable, but the team also needs a workable process for exercising it. This approach makes the ADGM framework easier to understand without turning regulatory oversight into a promise that losses or interruptions cannot occur.
