Announcement and publication are different dates
The Office of the Comptroller of the Currency announced its GENIUS Act implementing final rule on 21 October 2026. The rule appeared in the Federal Register on 23 October, with an effective date of 18 January 2027. CryptoGov is reporting the implementation timeline on 2 November, not claiming the rule became effective today.
The OCC says the rule covers permitted payment stablecoin issuers and foreign issuers within its jurisdiction, along with certain custody activities of OCC-supervised entities. Its announcement distinguishes this package from Bank Secrecy Act, anti-money-laundering and sanctions measures intended for separate coordinated rulemaking.
What the final text adds to the record
The Federal Register document identifies the rule as a final action and sets out its statutory and regulatory context. Its summary and dates provide stronger evidence of legal status than a promotional description of the policy. The publication also records the proposal and comment process that preceded the final version.
The distinction matters for firms preparing products: a final rule with a future effective date is different from a consultation proposal, and it is different again from approval of a particular applicant. The general framework does not establish that an individual issuer has received the permissions needed for its own business.
An implementation story for November
As November begins, the relevant news question is how the published timetable interacts with the authority’s next procedural steps. The OCC’s release says it will separately announce when it begins accepting and processing relevant applications and waiver requests. This report does not manufacture that later announcement or assume it has occurred.
CryptoGov’s analysis is that the most useful compliance work begins with a dated version of the rule and a precise account of the entity and activity concerned. Broad statements that the United States has approved stablecoins erase differences among framework, supervisor and firm. Those differences determine what a headline can legitimately establish.
The confirmed milestone is a final implementing rule with an identified effective date, supported by both the regulator’s announcement and the official publication. Subsequent agency notices, application decisions and additional rulemaking would be distinct developments. No permission for a named stablecoin, guaranteed redemption outcome or automatic cross-border market access is asserted here. The timeline is concrete; the outcome for each business still depends on its own regulatory and operational circumstances.
